SCPHS operates a certified home care agency, a long term home health care program, and assures public health and safety through communicable disease reporting and investigation including rabies prophylaxis, HIV counseling and testing, immunization clinics, lead screening program, sexually transmitted disease program, and a tuberculosis control program. The primary objective of the Office for the Aging is to be the lead advocate for the older population of Sullivan County. All the programs sponsored or directly operated by this office are designed to give choices to older people, with the hope that through these choices they will be able to remain in their own homes and communities as long as possible.

The Department of Community Services is the Local Government Unit for the development of behavioral health service plans for Sullivan County. The Department provides funding for community based behavioral health services.
The Department also provides direct services in mental health, alcoholism and drug abuse to all residents of Sullivan County. Services are available to individuals of all age groups, without regard to severity of their disability.

The Sullivan County Department of Family Services (DFS) is Sullivan County's local district for social services which administers all phases of social services and public assistance programs as defined in NYS Social Services Law. The Department is staffed with a 196-person work force and provides over 30 support and assistance programs mandated by NY State and Federal regulation.
The Youth Bureau is a department within Sullivan County government whose mission is to promote the well-being of all county youth 0–21. The Youth Bureau advances positive opportunities for children and teens through the development and expansion of programs that address the physical, mental, moral, and social well-being of our county’s youth. The Youth Bureau aids agencies in the prevention of juvenile delinquency and youth crime, and provides funding and extensive technical support to youth-serving programs.
